Systems Integration: Provide Technology Solution Development and Integration across the SDLC including requirements, functional specs, design, custom development, integration, testing, and deployment. State Government Practice
The Deloitte Consulting state government practice serves as a trusted advisor to many of the largest state government agencies in the U.S. Whether its technology integration, enterprise transformation, strategy and operations, human capital, outsourcing, attest, enterprise risk services or financial advisory services, Deloitte is uniquely qualified to tackle today's most pressing public sector challenges. Our two market offering groups include Health and Human Services which includes Eligibility and Service Integration, Child Support, Child Welfare, State Labor and State Health. Our Finance and Administration market offering group is focused on making government more effective and efficient. This group includes Revenue, Retirement, Law and Justice and Transportation.
Essential functions of a Consultant at Deloitte Consulting:
A Consultant at Deloitte functions as an integrator between business needs and technology solutions, helping to create technology solutions to meet clients' business needs. A Consultant gains exposure to multiple industries while demonstrating an awareness of the full breadth of services offered by Deloitte Consulting LLP. Responsibilities include defining systems strategy, developing system requirements, designing, prototyping, and testing custom technology solutions, and supporting system implementation.
Consultants in the System Development practice are required to have:
* 2 years of relevant consulting or industry experience such as state government consulting or state agency work experience in one of our market offerings: Health and Human Services including Child Support, Child Welfare, Integrated Eligibility,State Health (HIE-HIT), and State Labor. Finance and Administration including Education, Law and Justice, Retirement, Revenue and Transportation.
* A minimum of 1 full life cycle implementation
* A minimum of 2 full system development life cycle implementations
* At least 2 years of experience with solution development and application architecture with JEE(J2EE) or .Net.
* At least 2 years of business process analysis, mapping, and design.
* At least 2 years of experience in requirements analysis and performing current state system analysis
* At least 2 years of performing conceptual and technical designs, including the use of object-oriented analysis and design techniques
* A willingness to travel 80 - 100% of the time
In addition, successful Consultants will have the following preferred background:
* Testing, including all phases: System, Integration, and Performance Testing and ensuring traceability
* Experience with enterprise applications such as Siebel, SAP, Peoplesoft, Oracle
* Experience with Middleware and/or SOA based implementations.
* Experience with methodologies including, but not limited to, Agile, RUP, or Waterfall
* Ability to work independently and manage multiple task assignments
* Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)
* Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
* A Bachelor's Degree
* An advanced degree in the area of specialization such as an MPP or MPA
