Systems Integration: Provide Technology Solution Development and Integration across the SDLC including requirements, functional specs, design, custom development, integration, testing, and deployment. Essential Functions of a Technology - Systems Integration - Senior Manager:
Senior Managers are expected to contribute to the firm's growth and development in a variety of ways, including:
· Engagement Management: Lead engagement planning and budgeting; mobilize and manage engagement teams; define deliverable structure and content; facilitate buy-in of proposed solutions from top management levels at the client; direct on-time, quality delivery of work products; manage engagement economics; manage engagement risk
· Client Management: Manage day to day interactions with executive clients and sponsors
· Business Development: Develop and maintain contact with top decision makers at key clients; organize and lead pursuit teams; participate and lead aspects of the proposal development process; contribute to the development of proposal pricing strategies
· Practice Development & Eminence: Develop practical solutions and methodologies; develop "thoughtware" and "point-of-view" documents; participate in public speaking events; get published in industry periodicals
· People Development: Perform role of counselor and coach; provide input and guidance into the staffing process; actively participate in staff recruitment and retention activities; provide leadership and support for delivery teams and staff in local offices
Requirements - Systems Implementation (SI) Senior Manager candidates:
* 8-10 years relevant public or private health care related experience * 2-3 years State government health care related experience (e.g. Medicaid, public health, or related agency program, policy, or operations experience) * 9 or more years of relevant systems integration, systems planning, technology architecture, systems implementation, management consulting or industry experience. * Masters of Public Administration or Public Policy Degree a plus * Bachelor's Degree or 6 years equivalent professional experience. * Must be able to travel 80% of the time.
Qualified SI - Senior Manager candidates are also required to have at least two full or four partial lifecycle project experiences in three or more of the following areas:
Technical Experience:
* Leading large teams (10+ people) who have worked through three or more phases of the Software Development Lifecycle, including: * Systems planning - defining strategic systems plans, identifying optional solutions and developing a long range implementation plan * Leading and facilitating requirements gathering with clients * Facilitating Joint Application Design (JAD) or other design sessions with clients * Writing use cases, creating process flows, and/or creating system architecture diagrams and sequence documents * Translating requirements into functional design * Experience creating technical specifications to be used by developers * Designing screen layouts and navigational flows * Developing design specifications for correspondence, reports or interfaces * Designing or experience working with relational databases * Writing test cases or creating test scenarios * Designing imaging solutions, document management, business rules engines, workflow, business intelligence, or process improvements
State Health experience with knowledge in one or more of the following areas:
* Understanding of the role and complexities of Health Information Exchange implementation & related technologies. Good understanding of Health Information Technology planning techniques and the implications on various stakeholders. * Good understanding of the role of Medicaid, special needs, public health and long term care programs and how they will be impacted by HIE and HIT initiatives
* Leading the design, development or implementation phases, or the whole project, of a technology system modernization, business transformation, and policy for a State health care business areas such as Health Information Exchanges (HIE), Health Information Technology (HIT) planning. * Understanding of upcoming Federal initiatives including MITA, HIPAA, ICD-10, 5010 and impact to State Health systems * Knowledge of recent Federal health care reform and potential impact to State government programs * Knowledge of recent activities at the Office of National Coordinator for Health IT and the impact to State government programs * Leading business development activities for Medicaid and State health care-focused business, including responding to Requests for Proposals/Quotes/Information, participation in industry conferences, participation in Orals demonstrations, or developing marketing materials and collateral for our State health care practice * General experience * Experience selecting, implementing, and managing Electronic Health Record (EHR) and Health Information Exchange (HIE) implementations preferred * Experience with health provider and systems assessment.? Proven record of integrating multiple data collection, operation and billing platforms * Knowledge of large-scale information exchange networks, including centralized versus decentralized approaches, an understanding of the impact of topology on issues of network reliability and scalability * Knowledge of HIE implementations in the US and other countries * Experience with advancing consumer empowerment through health information exchange, including interoperable personal health records, remote monitoring of consumer medical devices, and consumer access to clinical information * Knowledge of patient privacy laws and security requirements
* Healthcare standards experience * Experience and knowledge of HL7, LOINC, SNOMED-CT, ICD 10, RxNORM, and other standards specified by HITSP Interoperability specifications * Knowledge of Health IT Standards Development Organizations (SDOs)
* Federal and state government experience * Knowledge of existing Federal and state-level initiatives for health information exchange, and strategies to link these efforts together into a true national network of networks * Experience with regulatory compliance * Knowledge of recent activities at the Office of National Coordinator for Health IT * Knowledge of Medicaid and public health HIT * Familiarity with ARRA's HITECH provisions and its requirements for states and providers * Understanding of integration to the NHIN * Knowledge of State based health systems including Medicaid Management Information Systems (MMIS), medical management and fraud and abuse systems is preferred
* Technical expertise * Knowledge of network security, including digital encryption, digital signature, public key infrastructure, network threat analysis and mitigation, and relevant law and policy associated with securing information exchanges among both Federal and non-Federal entities * Understanding and experience with service-oriented architecture and emerging Internet technologies for messaging, collaboration, knowledge management and distributed computing, including relevant technical benefits and risks, best practices for SOA design and evolution, and SOA implementation experience * Experience designing and implementing current leading HIE and/or EHR vendor solutions through all phases of the SDLC lifecycle
Project Management Experience:
* Estimating work efforts for development and testing, including building work plans and scheduling resources * Managing discovery and communications processes with clients around issue identification and resolution and risk identification and mitigation strategies * Applying quality standards to project delivery artifacts * Managing engagement financials for technology projects, including budgeting at project start up and managing day-to-day expenses, invoicing, A/P and A/R
In addition, successful Senior Manager candidates will also have the following preferred skills:
* Ability to work independently, manage small engagements or parts of large engagements. * Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint). * Strong problem solving and troubleshooting skills with the ability to exercise mature judgment. * Willingness to mentor junior staff.
