JOB DESCRIPTION:
Construction Manager
1. Manages and supervises the Construction Inspectors at each jobsite to ensure that they carry out their duties in inspecting the work to achieve good quality, timely, safe, and economical construction in compliance with contracts. Coordinate inspectors' workload and daily schedules to ensure that all significant and/or critical events are adequately covered on all projects within jurisdiction. Oversees and coordinates the inspections that are provided by consultants (i.e. Life Safety, Commissioning, Water Proofing, Architects, etc). 2. Provides office administration for the CIP Construction Services Field Offices, supervises and manages support staff, maintains inventory control, and ensures the effective electronic and hard copy filing systems are used both for office wide and CIP Construction Services correspondence and policy, for each construction contract managed. 3. Coordinates office equipment and supply purchases through established Physical Plant Procedures and maintains accurate detailed accounting of all supplies and purchases via e-Builder cost module. 4. Provides strategic planning for current and future Field Office Staff requirements, provides regular workload projections to the Director of CIP Construction Services through the Senior Resident Construction Manager and Senior Project Manager, and coordinates posting of positions, evaluating respondents, hiring of staff employees, and reductions in workforce. 5. Conducts daily observation of construction work for compliance with approved architectural contract drawings, and specifications. Reviews proposed change orders and submittals and shop drawings. Issues observation reports noting conditions of non-compliance. Attend early morning, evening, or after hours installations (i.e. concrete pours) that requires representation. Flexible hours required for construction observation. 6. Maintains and organizes on-site project documentation. Surveys construction progress to confirm percent complete by trades. Coordinates and monitors material and systems testing. Monitors and participates in commissioning process, including equipment testing. Monitors logs for retesting. 7. Assists in resolving construction issues involving architectural or structural issues. Drafts field directives and field orders for CIP Senior Project Manager approval. Confirms pricing. Attends pre-construction meeting and regular onsite construction meetings. Coordinates with campus facilities and operations when utility outages, noise control, traffic control or security as required by the work. 8. Attends pre-outage planning meetings. Monitors project site safety and close-out procedures, including O&M manuals, as-builts, punch lists and warranty walk thru. Issues punch lists for above ceiling, open wall and substantial completion inspections and revisits to confirm completion. 9. Develops and maintains a reputation for decisive leadership, consistent and firm interpretations of contracts, codes, professionalism and fairness. Maintains and recommends improvements to the CIP Construction Services QA construction program. 10. Performs other duties as assigned.
1. High school diploma, vocational school or GED equivalent, and ten (10) years of related experience in complex commercial or institutional construction.
